The new Certification unit at the UK Film Council will be assessing all Co-production and Cultural Test applications which began or begin principal photography after 1st January 2007. The DCMS will remain the Competent Authority for the purpose of the co-production agreements, and retains responsibility both for the overarching policy, and for signing and issuing provisional and final British Film certificates. In practice, the new UK Film Council will assess applications, agree a decision with the relevant competent authority and advice DCMS accordingly. DCMS will then approve and issue the certificate.
